The planning of TBIs is composed of two phases, the development phase and the business planning phase. Both phases usually take up to 12 months. In the Vietnamese project desired goal is to complete both phases by the end of June 2005. As the selected pilot TBI projects are already progressed this reduced period of time seems feasible. Together with the support of experts from the project team feasibility studies will be carried out resp. reviewed in cases where training participants already have existing feasibility documents. If the outcome of the study proves the feasibility of the TBI, the next phase will start and a business plan will be elaborated resp. reviewed.
